Heber City Airport – C-II Vote Tuesday, June 20th

Heber City Neighbors, On Tuesday, June 20th the City Council will vote to approve several settlement documents with the Airport’s Fixed Base Operator (FBO) without letting you see them.  These agenda items were just posted Thursday evening, June 15th in the City Council agenda.   The list contains new hangar leases, a new FBO lease, and other settlement agreements.

The agenda lists the title of the documents on the ‘Consent Agenda’ so no one can ask questions during that particular vote.  Is this the right thing for the Heber City Council to do? 

The public can give comments during the ‘Public Comment’ part of the Council meeting.  Feel free to attend in person or online to see if your elected representatives represent your best interests.

Why would the City Council approve these undisclosed airport leases, another unknown ‘predevelopment Agreement’ as well as settlement agreements without letting the public see them?   

I believe these Airport settlement documents should be publicly disclosed before the Council votes to approve them.  

Do you want your elected representatives to approve what is hidden from you?    

Also on Tuesday’s agenda is the Council’s final vote to approve the C-II Airport Layout Plan design (or ALP).  The entire Master Plan was listed in the online agenda Thursday, but the link didn’t work until after 1:17 pm today – Monday, June 19th.  See:  https://heber-ut.granicus.com/MetaViewer.php?view_id=1&event_id=1277&meta_id=103190 .  

It is very frustrating that the Public has very little time to see the Financial Analysis for the C-II Airport costs, etc., before tomorrow’s vote.

You should know that all current hangar leases are public records.  All current City development agreements are discussed & negotiated on the public record too.  

These listed Airport documents are not about personnel issues when settlement agreements are protected from public view.  

In the past nine years with three elections, the majority of Citizens consistently told me to keep the Airport at its existing B-II configuration.  I’ve tried very hard to do that and keep my campaign promises to make the existing airport self-sustaining by supporting new landing fees and higher ground lease rates.  No one wants the Airport subsidized out of the City’s General Fund.

If you remember, it seems almost every candidate for City Council in the last decade had to take a position on the Airport to get elected.  Do you remember what other Council Members promised about the Airport?

Do you also remember that last October 2022 the City Council voted to accept the C-II Master Plan? Tomorrow’s vote on the Master Plan ALP and these settlement documents will end the Master Plan process and put the City legally on the road to upgrading the Airport.   

As my father taught me, “If you don’t stand for something, you’ll fall for anything.”  When the Settlement Documents are finally disclosed sometime after Tuesday’s vote, you’ll see what the City Council did.  You can decide whether you like it or not.  

The City will be bound to these settlement agreements for decades to come.  Now that the Financial Analysis is available today on the final Master Plan we’ll see how much money it will really cost to build the proposed C-II upgraded Airport.

  1. It is despicable how this council is conducting themselves and going against what the citizens have repeatedly communicated to you, namely their desire for no expansion of the airport. You are public servants. Perhaps you need to look up the definition of servant. You are acting as tyrants and rulers, conducting our business in secret and against our wishes. I have no idea how you can live with yourselves. Yvonne and Heidi are the only ones listening to their constituents.

  2. More people need to comment in tonight’s meeting and ask for more time to review the master plan. They only posted it 24hours ago and are voting in a few hours
