Board Member, Heber Valley Railroad (HVRR), 2022-2025.
Board Member, North Village Special Service District, 2024-2025.
MAG Treasurer, Mountainlands Executive Council and MAG Audit Committee Chair, 2025.
Member, Rural Planning Organization with UDOT and MAG, 2023-2025.
Chair, Heber Valley Animal Services Board, 2022-2025.
Heber Representative, Wasatch County Fire District Advisory Board, 2024-2025.
From 2014 – 2021, I also served on the Heber City Council, plus:
– the City Airport Advisory Board (AAB),
– the Wasatch County Housing Authority;
-the Heber Valley Tourism and Economic Development Board (HVTED);
-the City’s Personnel Committee;
-the City’s Parks, Open Space, Trails, and Trees Board,
– the Envision Central Heber Community Advisory Board, and
-the Community Advisory Board (CAC) for the Airport Master Plan, etc.
BACKGROUND
Mayor Franco graduated from high school in Pleasant Grove, Utah and served a mission for the Church of Jesus Christ of Latter-day Saints to Alabama. She graduated from BYU with a bachelor’s degree in Political Science and a Master’s Degree in Public Administration. She also received a Ph.D. in Political Science from the University of Utah and has taught government courses for over 30 years at four universities.
PUBLIC SERVICE
She also served as a Zoning Administrative Law Judge for Kamas City for over a decade, as a county & state delegate in a political party, and helped on county open space issues. She absolutely loves the inspiring beauty of our Heber Valley. She honors the pioneer legacy that built Heber; and the trust given her now. She is committed to serve the citizens of Heber City, protecting the wonderful quality of life here, and helping Heber to stay a great place to raise a family.
PERSONAL LIFE
Heidi H. Franco is married to Leno Franco and they are the parents of 12 children, and six grandchildren. They’ve raised their family in the beautiful Heber Valley for the past 30 years. She enjoys art, museums, playing the piano and organ, and being with her family.
